I also am searching for this book (in english). I found this while
searching the "WorldCat" database; perhaps it will help others. A copy
exists a the University of Queensland, Australia under this entry:

Hello Nicole,
That is the lesser-known of Tchaikovsky's two text books,
also known as A Short Manual of
Harmony (adapted for the study of church music in Russia), first
published in 1875 by P. Jurgenson in Moscow. To the best of my knowledge
it was only ever reprinted in the collected edition of Tchaikovsky's works
(P. I. Chaikovskii: Polnoe sobranie sochinenii, vol. III-a, p.
163–216), and it has never been translated into English.
