The Enclosure by the same two Swan Songs

Hello,

Pyotr Ilyich's ballet "Swan Lake" has Introduction and 29 numbers in 4 acts. Act 2 has 5 numbers from No.10 to No.14. However No.10-Scene and No.14-Scene are one and the same. The SWAN SONG is led by harp's triplet-arpeggio like as Beethoven's Moolight Sonata. Why Pyotr Ilyich put No.11 to No.13 between the same musics? If anyboby could clarify, I would really appreciate it.
